2006年矿产资源部工作总结
一、完成了在冈比亚设立精选厂的可行性报告及设计方案;
(Complete the feasibility report and design scheme of the CUP in the Gambia.)
二、招聘赴冈比亚的技术工人,现已有16人赴冈比亚做前期的准备工作,另外有10人将于20071月赴冈比亚,加强冈比亚公司的技术力量;
(Recruit the technical workers for Gambian project, 16 workers are now in the Gambia to make the preparation for the production. The other 10 workers will arrive in the Gambia in January 2007 to strength the technical force.)
三、为冈比亚公司购买大型及其他辅助设备,安排运输,为20073月的大规模生产做好物资准备;
(Purchase the big equipments and other accessorial equipments for the Gambian project, arrange the transport and shipment, and prepare for the formal production in March 2007.)
四、冈比亚公司现已组装好三台采砂船,并进行了生产,其初步成果是2006852个锆矿和钛矿的集装箱运回国内;
(The Gambian company has assembled three dredges, and begun to produce. Its primary result is that 52 zircon and ilmenite containers were shipped back to China in August 2006.)
五、冈比亚公司在我部门的配合下正在完善其生产管理体系和财务系统;
(With the help of Mineral Department, the Gambian company has improved its production managing system and financial system.)
六、检查冈比亚公司的生产及财务报告,对冈比亚公司的生产情况进行监督;
(Control the production and financial report of the Gambian company, and the supervise the production situation of the Gambian company.)
七、协助其他部门关于精选厂可行性报告事宜,参加精选厂项目讨论会;
(Assist other departments to make the feasibility report of CUP, join in the meeting for the CUP project.)
八、制作各种月报表;
(Make all kinds of monthly report.)
九、积极与冈比亚,澳大利亚的合作方进行沟通,确保冈比亚项目的顺利进行;
(Communicate with the business partners in the Gambia and Australia, and ensure the smooth development of Gambian project.)

矿产资源部对明年工作的一点建议:
(The suggestion for the work in 2007)
1、 正式组建矿产资源部,明确其在公司的地位,并明确其人员配备和隶属关系
(Organize the Mineral Department formally, confirm its position in the company, and make the its personnel and subjection relation clear.)
由于冈比亚项目当初的可行性研究报告内容不全面,也没有对原矿性质进行细致的选矿试验,因此在方案设计和设备选择上存在着某些不足(生产流程、采矿与选矿规模、生产水电,生活设施不配套)。这样就给以后的生产设备配件和管理带来许多负担,再加上冈比亚国家工业加工、农业生活、通讯、文化落后。因此,在国内需要有一个冈比亚项目服务组为项目进行技术和后勤服务,并对冈比亚财务、生产、安全、出勤、供应等情况进行跟踪监督;并及时与公司领导和卡耐基公司进行交流汇报。
(Because of the incompleteness of the feasibility report for the Gambian project, and half-baked mining experiment, there are some deficiencies in the project design and equipme
nt selection, for example the production process, mining scale, energy in production and living establishment don’t cooperate. This situation brings many burdens for the production equipment and management. Additionally, the industry, agriculture, communication and culture in the Gambia are quite laggard, which make it more difficult to manage the production. So it is necessary to have a Gambian project team to provide technical and logistical services, to supervise the finance, production, safety, timing and supply in the Gambian company, and to communicate with the board from both of Astron and Carnegie efficiently.
2、对塞内加尔矿的勘探进度、资金运作,澳大利亚唐纳达锆英沙矿的选矿试验和采矿进度进行跟踪监督,对公司采购到的中矿原料进行选矿试验确定其选矿回收率,并及时获取相关技术资料与公司领导进行交流汇报。
The mineral department should supervise the exploration progress and funding process of the Senegal project, and oversee the mining experiment and progress of the Donald project in Australia. The information from those projects should be filed and reported to the board of the company.
3、 在国内建设一个粗精矿选矿厂
To build up a CUP in China
投资矿业是一个资源性、朝阳产业。随着经济的快速发展,谁占有资源谁就等于占有了将来的财富。中国经济发达,供应充足,劳动力便宜。在中国建设一个钛铁矿、金红石和锆英沙选矿厂将是一个新的经济增长点。在建设过程中应该先组建一个项目部,明确人员配备和责任。按照矿业运作规律进行正规操作,使新上的项目具有科学性和先进性。
Mineral industry is a rising industry. Who owns the resources at this moment, will possess the fortune in the future. To build up a CUP to process the ilmenite, rutile and zircon mineral sands in China will be a new economical increasing point. In the process of this project, a project team should be set up, the personnel duties should be confirmed, and to operate based on the rules of mineral industry.
